Jay Quaintance
Education Policy Fellow

With 20+ years of teaching, administration and policy analysis and development experience in higher education as a results-oriented, values-driven individual, Jay Quaintance served as President at SUNY Sullivan Community College for seven years. During this tenure, the college established three early-college high school programs, created innovative collaborations that allowed union-sponsored apprentices to complete college degrees at no cost and established innovative wraparound support structures for students in need. Immediately prior to this, Jay was the Secretary of Higher Education for New York State and held senior leadership roles in the State University of New York, with oversight of policy development for community colleges. His career includes teaching, grants administration and policy work in the areas of college readiness, reducing remediation, and workforce and workplace development as well as academic program review and alignment.
